Francisco Márquez Lara

CEO/Founder

Francisco Márquez Lara is the founder and Managing Member of Fusion Affairs, where he advises technology and innovation clients on the political context that shapes their commercial objectives. He has served as Senior Advisor at Greenmantle, the geopolitical advisory firm, and as founding Director of LLYC's Washington, D.C. office, joining the firm's U.S. leadership team. Earlier he served as Political Counselor at the Venezuelan Embassy in Washington, Chief of Staff to the Mayor of El Hatillo in Caracas, and Senior Director of Strategic Partnerships at UFacilitate. He holds a law degree from Universidad Católica Andrés Bello and a master's in public policy from the Harvard Kennedy School of Government.

Since founding the firm he has built research partnerships across the U.S. national laboratory system and advises clients across the space, fusion, and frontier-governance sectors. He convenes a regional fusion initiative bringing laboratory, industry, academic, and policy institutions around a shared Western Hemisphere agenda.

Lilian Nassif

Director

Lilian Nassif is a Director at Fusion Affairs, where she leads positioning and institutional strategy.

She consults for MIT Solve on climate and industrial technology, working on how ventures move from laboratory to market and on the policy conditions that enable that transition in the Middle East. She advised the World Bank Group's ESMAP program on renewable hydrogen, leading policy work and building the network of development finance institutions, project developers and government entities that carry projects to final investment decisions. Her earlier work at the Bank covered sustainable procurement program design and partnership building.

As a researcher at Columbia University's Center on Global Energy Policy, she examined the renewable hydrogen economy and the policy conditions that allow the industry to develop. She holds a Master of Public Administration from Columbia University and works in English, Spanish and Arabic.
